Jean-Luc Delon is in charge of the Francophone Program since December, 1st 2009. This program, which was created in 2006 by his predecessor, René Faure, aims at promoting and developing the role of the GICHD towards French speaking countries and organizations. Thus, it translates a number of important Anglophone documents (mostly from the GICHD, but also from other organizations) into French, with a specific effort for IMASes, and publishes them on a special website called “BIBLIOMINES” (www.bibliomines.org) where the French speaking communities dealing with Mine Action can easily access to them. The program also gathers this community as a whole once a year, and is in the process of publishing a list of French speaking Mine Action experts. Jean-Luc Delon graduated from the French Air Force Academy in 1977, and quickly became a helicopter pilot. He flew many missions of different types (he has logged over 4 000 flying hours), but most of his operational life was dedicated to either “Search and Rescue” or training young pilots. Starting in 1993, he has been deeply involved in international relations and strategic thinking, and served in the Ministry of Foreign Affairs’ Planning Staff, in the Military Joint Staff and in the prime Minister’s Staff, dealing with global security issues. He was also posted twice in Washington, DC (USA), as a military and a defense Attaché to the French Embassy. His educational background includes a Master of Aeronautical Engineering and the French Joint Staff War College. Major General (retired) Jean-Luc Delon is seconded by the French government. |
