Ted joined the Centre in July 2004 to assume responsibility for the evaluation function which – in addition to conducting evaluations – includes measures to (i) improve the quality of evaluations in the mine action field (e.g., by improving the design of projects), (ii) increase the degree to which sound recommendations are implemented (e.g., by making evaluation reports more widely available), and (iii) develop evaluation capacity. In 2006, he also assumed responsibility for policy research, embracing such issues as Mine Action, Security & Development, Landmines & Livelihoods, strategic planning for mine action, and mine action & aid effectiveness.
