Ted joined the Centre in July 2004 to assume responsibility for the evaluation function which – in addition to conducting evaluations – includes measures to (i) improve the quality of evaluations in the mine action field (e.g., by improving the design of projects), (ii) increase the degree to which sound recommendations are implemented (e.g., by making evaluation reports more widely available), and (iii) develop evaluation capacity. In 2006, he also assumed responsibility for policy research, embracing such issues as Linking Mine Action & Development, Landmines & Livelihoods, strategic planning for mine action, and mine action & aid effectiveness.

Ted has a background in international development, working with NGOs, research institutes, consulting firms, and as an independent consultant to the World Bank, UN agencies and various bilateral donors. He has expertise in strategic planning, national economic management, NGO management, organisational development, capacity development, programme planning and management, and economic analysis. He has been active in mine action since 1999, working mainly on socio-economic and performance management issues. Ted has degrees in business, economics, and development economics. While never trained in demining, Ted worked for five years as a zookeeper, learning to be careful where he stepped.
