Evaluation of the Austrian Mine Action Programme 1998-2002: Field Study about the Projects Supported by Austria, in South-East Europe

This study describes the Mine Action projects supported by Austria in countries of South-East Europe between 1998 and 2002 and the Mine Action situation in these countries – i.e. Slovenia, Croatia, Bosnia and Herzegovina (BiH), Albania, Serbia and Montenegro (Kosovo). The goals of this evaluation commissioned by the evaluation section (VII.6) in the Austrian Ministry for Foreign Affairs (Bundesministerium für auswärtige Angelegenheiten, BMaA) is to assess the reach and relevance of the projects supported by Austria between 1998 and 2002, the conceptual framework of the Austrian Mine Action programme for the countries mentioned above, the expertise available with the BMaA in terms of policy influence and selection and monitoring of projects, the organisational structure of the programme and the programme management. Recommendations are formulated in view of the future development of the programme. The potential links to the Austrian Co-operation (Ostzusammenarbeit, OZA) in terms of concept, programme and organisation are of particular interest to the client.
