Lupu Project Evaluation: Report of an external evaluation of the Handicap International Belgium project

Following the project contract provisions with the French Ministry of Foreign Affairs, Handicap International (HI) was to carry out an external evaluation of the LUPU (Land Use Planning Unit) process in Preah Vihear province, prior to the withdrawal of assistance by 31 October 2003. The purpose of the evaluation was to highlight the existing achievements of the LUPUs and set pre-requisites and make recommendations for further effective and consistent development of the process.
