The International Test and Evaluation Program for Humanitarian Demining (ITEP) was created as a response for the desire to strengthen worldwide demining efforts. ITEP seeks to achieve this by meeting the objectives set out in the ITEP Memorandum of Understanding (MoU) and actively co-operating with other agencies and organizations to ensure that links with the demining community are strengthened.

The objectives of ITEP as described in the MoU are:

• To collect, generate and distribute robust, scientifically objective data and information products on technology, materiel, and systems for humanitarian demining.
• To develop and use universally accepted and respected T&E protocols and evaluation methodologies.
• To conduct test and evaluation of, existing demining equipment and systems; equipment and systems under development; and, promising technologies, processes, and algorithms.
