Mine action is a relatively new humanitarian discipline, at least as far as the insurance industry is concerned. It has experienced rapid growth since its emergence in the late 1980s in Afghanistan. It has become a significant sector within the relief and development community, involving thousands of employees and a large annual expenditure by both commercial and non-governmental operators. Although mine action has developed expertise in many technical areas such as clearance methodologies, mine risk education strategies, international and national mine action standards, and programme management, little has been written about insurance. Insurance in mine action provides a measure of protection against the consequences of an accident. In May 2004, the first guide to insurance for mine action operators was published by the GICHD. In 2011, a new version, A Guide to Liability and Insurance in Mine Action, was published. This new version covers both liability and insurance in mine action. The new section on liability reviews liability from the perspective of some of the various legal systems in the world. Supplementary information has also been added, including a section of common questions and answers on insurance in mine action. |
