As emergencies in mine action are much rarer than before, the focus of individual operators and national authorities has shifted towards post-conflict reconstruction and development. Consequently, the need for multiple foreign advisors and organisations has begun to diminish. As operators look toward the third decade of mine action, sustainability presents the largest challenge. The development of national capacities and well-planned transitions from UN-managed to nationally-managed mine action programmes has become more important than ever.
To support the development of well-planned transitions from UN managed to nationally managed mine action programmes, GICHD is undertaking a study in association with the United Nations Mine Action Team in 2011-12. The purpose of the study is to document and analyse the different types and phases of transitions, and provide practical guidance to national mine action programmes and UN agencies on how to plan and implement transitions to national ownership. |
