Strategic Management in mine action includes:

  • establishing national mine action programmes;
  • developing, implementing and monitoring and evaluating national mine action strategies;
  • promoting strategic planning;
  • promoting aid effectiveness;
  • developing national mine action capacities; and
  • transitioning mine action programmes to sustainable national ownership.

Strategic planning

The GICHD has been involved in strategic planning processes in a number of mine-/ERW-affected countries, in the DRC and South Sudan in 2011 and 2012. Drawing on the expertise of the strategic management section and its previous support in drafting national mine action strategies, the section started the strategic planning project in the second half of 2012. The project will, through country case studies, highlight and document key challenges, good practices and lessons learnt in strategic planning processes in a number of mine action programmes, including Afghanistan, DRC, Lao PDR, Mozambique and Tajikistan.

In response to the limited guidance on the topic of strategic planning, the GICHD commissioned six country case studies in 2012 and 2013 to document different strategic planning contexts, processes and types, and to present challenges, good practices and lessons learnt from strategic planning experiences in mine/ERW programmes.
