GICHD support services in the field of cluster munitions
The GICHD is looking forward to the entry into force of the Convention on Cluster Munitions (CCM) and stands ready to put its expertise and experience at the disposal of the States Parties and other stakeholders.
Past and current activities- Operational advice on survey, clearance methodology and detector technology provided through field missions and workshops (Lao PDR and Lebanon).
- Technical advice on neutralisation techniques provided to numerous implementing partners and national authorities through field missions and correspondence (Georgia, Iraq, Lao PDR, and Lebanon).
- Research on concepts and best practises of surveying and clearing cluster munitions, including land release.
- Development of a Risk Management Model for Laos, one of the most CM/ERW-affected countries in the world.
- Review of IMAS to ensure compliance with the CCM to be completed by the end of 2009, in particular with regard to clearance and stockpile destruction.
- Development of a Technical Note on clearance of cluster munitions based on experience in Lebanon in 2008 (TNMA 09.30-06).
- Regular updating of IMSMA for the use in CM/ERW situations.
- Technical inputs during the Oslo process, including on the definition of cluster munitions.
- Publication of ‘A Guide to Cluster Munitions’, which was updated in June 2009 to take into account new developments, including the adoption of the CCM.
- Substantive and practical support to the organization of the “Berlin Conference on the Destruction of Cluster Munitions”, 25-26 June 2009, presentations on the relevance of IMAS for cluster munitions stockpile destruction.
- Support to the organization of the “Regional Conference on the Promotion and Universalization of the CCM”, Bali/Indonesia, 16 and 17 November 2009, presentations on stockpile destruction and the Risk Management Model for Lao PDR.
- Article on cluster munitions stockpile destruction in the UN quarterly journal “Disarmament Forum” (to be published 1st quarter 2010).
Support services on request- Advisory services for national programmes on operational methods and technology (including land release), information management, strategic planning and management, and evaluation.
- Training for national managers and experts on operational methods and technology (including land release), information management, strategic planning and management, and evaluation.
- Applied research and information exchange on those topics.
- Advise countries on relevant and appropriate stockpile destruction methods.
- Advise relevant institutions on the reporting of management of storage facilities and stockpile destruction activities in line with relevant SOPs and Article 3 of the CCM.
- Conference management, website development, administration of sponsorship programmes, publications, etc.
- Expert articles for specialist or technical literature.
