This Workshop 13 on EOD Competency Standards started in November 2003 and by mid 2005 produced CWA 15464:2005.

The agreement is designed to:

  • Improve the ability to assess and evaluate programmes and individuals without imposing on national or regional regulations.

  • Simplify the process of planning and evaluation of technical staff development.

  • Improve the Quality Assurance process by simplifying the assessment of training and competency of the staff involved in EOD work.

  • Facilitating easy migration of competence between various Mine Action programmes without the needs for massive training efforts.

The CWA 15464:2005 for EOD Competency Standards for Humanitarian Mine Action is in two parts:

  • A main document explaining the background and how to use the CWA.
  • A matrix which is a pick and choose menu from were the relevant competencies for a job can be chosen. The matrix also states which competencies a person should have to qualify for the different EOD levels 1, 2, 3 and 4.
