Context

The GICHD Operational Efficiency division focuses on the increase of operational efficiency and effectiveness in mine action. We provide advice, record and share best practice to ensure standardised, safe and efficient survey and clearance operations. We focus on strengthening national capacities to enable greater ownership of operations and to confront long-term mine/ERW contamination, in line with national and global strategic priorities, including land release (survey, detection and clearance methods and tools), stockpile destruction, explosive ordnance disposal, security liaison and cooperation, operation management, risk management, quality management, technology, training development and e-learning platforms.

Purpose/Summary

The Operational Efficiency Advisor will design, plan and implement or supervise the GICHD’s training, support and research activities that promote operational efficiency in mine action programmes. In addition, as a member of a multi-disciplinary team s/he will provide broader mine action expertise within the GICHD, carry out mine action evaluations and participate in broader programmes, fora and conferences.

Main Responsibilities

  • Plan and implement research and field studies to capture lessons learned and best practices in order to facilitate fact-based promotion for improved sector-related training courses;
  • Actively participate in all projects within the division, through contribution of knowledge and experience as project manager and/or product manager as required;
  • Plan and manage projects or products involving the development of land release operations, including quality management solutions to increase operational efficiency;
  • Provide specialist advice to national counterparts and partners as part of capacity development initiatives;
  • Develop and deliver training packages in relation to land release and operational efficiency in coordination with other team members;
  • Manage products from design and planning to report, including finance monitoring, sourcing and contracting of consultants, narrative and financial reporting to donors, within the organisation’s regulations and systems;
  • Implement work plans that reinforce the objectives of the international conventions (APMBC, CCW, CCM);
  • Draft publications on operational efficiency and broader mine action topics and disseminate reports from research and field studies;
  • Contribute to the revision of International Standards and Technical notes;
  • Maintain and strengthen partnerships with United Nations agencies, operators and national authorities to facilitate outreach activities;

Additional Responsibilities

  • Work in line with, and actively contribute to, the GICHD’s Results-based Management approach;
  • Mainstream gender and diversity practices; respect and promote gender equality and diversity;
  • Provide general mine action expertise within the GICHD; carry out mine action assessment and evaluations; participate in broader projects, discussions and conferences as required;
  • Work with colleagues within the division to contribute to the implementation of divisional sub-strategy and GICHD strategic plan;
  • Liaise with other GICHD divisions to strengthen communication and cooperation. The position is based in Geneva with a frequent travel requirement to the countries of focus, with a global scope.

The position will also assist other projects as appropriate and will work in close collaboration with other Advisors in the different divisions of the Centre. The Advisors are also expected to represent GICHD in international events; provide specialist advice to national counterparts, partners and diplomatic representatives as part of capacity development initiatives; and play an active role in the organisation’s strategic management and in the reporting to GICHD’s governance and donor institutions

Profile requirements

Essential requirements

  • 5 to 7 years of progressive experience in mine action field operations and mine action programme management, preferably in different countries/regions;
  • Experience with the design and delivery of training courses and in capacity development of local counterparts;
  • Substantial operational exposure to survey and clearance operations;
  • Experience in R&D of new/improved approaches to survey and clearance;
  • Ability to research and write for non-technical publications, guides and reports;
  • Experience and competence in project management, including budget, financial monitoring and reporting;
  • Knowledge and demonstrated experience in the application of Operational Quality Management systems;
  • Capacity and flexibility to review and develop new/improved approaches to survey and clearance and to challenge accepted methods;
  • Fluent English verbal and written, with the ability to communicate clearly and constructively with a wide range of stakeholders from diverse cultures important;
  • Working knowledge of Spanish, French, Arabic, Russian, Portuguese or another language practiced in mine-ERW affected countries;
  • Commitment to the continuous improvement of individual and organization-wide results;
  • Proven team-player with service-minded attitude.

Desirable characteristics

  • A post-graduate degree or equivalent military diploma in a relevant subject of study;
  • Exposure to Mechanical Detection Systems and Animal Detection Systems operations;
  • Knowledge of Information Management systems, including IMSMA;
  • Understanding and experience in mainstreaming gender and diversity considerations;
  • Knowledge and experience in the application of Results-based management systems.
