The new GICHD explosive ordnance risk education (EORE) capacity aims to elevate the EORE pillar in mine action, strengthen coordination and EORE approaches, and promote improved planning and funding opportunities for partners – with an objective to reverse the upward trend in the number of victims from explosive ordnance (including those of an improvised nature). The EORE Advisor provides leadership with this endeavour in the sector – honing on strategic and coordination skills together with expertise on gender and diversity sensitive and responsive EORE.

Main Responsibilities

General

  • Promote cohesion between EORE partners to advance the efficiency and effectiveness of EORE global delivery, in collaboration with UNICEF, UNMAS, the Mine Action Area of Responsibility (MA AoR) and other relevant agencies (e.g. UNOCHA, UNDP and UNHCR)
  • Collaborate with leadership and senior staff from NGOs and international organisations as well as governments from affected states, those hosting refugees and donors
  • Ensure coordination between sectors (beyond mine action) in the interests of promoting enhanced planning, improved tools and approaches for EORE programmes - particularly partners involved with IDP/refugee issues
  • Liaise with the Presidency and the Implementation Support Units of the Anti-Personnel Mine Ban Convention, Convention on Cluster Munitions and Convention on Conventional Weapons to ensure that the EORE agenda is suitably profiled and included in various Action Plans and events
  • In conjunction with the GICHD Resource mobilisation team, influence donors and decision-makers to prioritise EORE and embrace new, innovative tools
  • Develop strategies for EORE, and provide EORE-related inputs into the GMAP sub-strategy
  • Design and develop the GICHD’s EORE work plan with an external focus
  • Implement the work plan and deliver thematic contribution on EORE to other GICHD’s divisions - Represent the GICHD at conferences, workshops and public events
  • Act as an internal focal point on inter-divisional and project/country-based working groups
  • Identify opportunities for programme expansion and potential funding partnerships
  • Ensure timely, accurate and detailed financial and narrative reporting of activities to donors and other partners
  • Prepare proposals and budgets to ensure secure and continuous funding of EORE-related activities
  • Manage the EORE Officer and any project consultants.

Member of Explosive Ordnance Risk Education Advisory Group (EORE-AG)

  • In conjunction with UNICEF and partners, re-launch the International Mine Risk Education Advisory Group (to be renamed the EORE-AG)
  • Participate in meetings of the EORE-AG as a voting member - Mobilise partners to advance EORE programmes within the frame of the Advisory Group through the development and implementation of a roadmap
  • Position the alignment and reinforcement of important EORE priorities in the agendas of meetings and events.

Advice and Technical Assistance

  • Draw on existing capacity and expertise of partner organisations to provide policy and technical support on gender and diversity sensitive risk education to National Mine Action Authorities, UN, NGOs and other internal and external stakeholders
  • Review policies and standards on EORE (including IMAS, TNMAs and NMAS) and coordinate input from partners
  • Promote the development and sharing of innovative tools and approaches to EORE
  • Promote data collection at both programme and macro level, including subsequent analysis and use for programming
  • In conjunction with partners organise and deliver trainings and workshops to identify, design and implement EORE initiatives; develop briefs and other materials to be distributed to stakeholders and organisations in mine action and related fields
  • Coordinate and contribute to current research projects and identify future research areas
  • Produce written and oral briefs, publications and articles for colleagues and external partners
  • Introduce and promote appropriate standardisation for EORE including minimum requirements for training such as through on-line certification of ‘EORE Essentials’.

Profile requirements

Essential requirements

  • 5-10 years of professional experience in advisory, coordination or management functions in the nexus of human security, migration, protection, education and/or mine action in an international context
  • Experience in coordinating policies, best practices or standards across multi-organisations’ working groups, networks or communities of practice
  • Demonstrated success in engaging with and influencing stakeholders at executive level
  • Good knowledge of mine/explosive ordnance risk education methods, tools and approaches
  • Knowledge of UN agencies, other actors and stakeholders involved in mine action and in the protection cluster
  • Understanding of the security challenges in migration
  • Competence in results-based project management, including budgeting, financial monitoring and reporting
  • Competence in training design and delivery for adults with multi-cultural backgrounds
  • Competence in streamlining gender and diversity inclusion in program design, monitoring and evaluation
  • Ability to interact effectively with a wide range of stakeholders from diverse cultures
  • Excellent drafting, conceptual and analytical skills
  • Fluency in verbal and written English
  • Availability to travel regularly and worldwide.

Desirable

  • Operational experience in community liaison and mine risk education
  • An advanced university degree in a relevant field;
  • Knowledge of French, Spanish, Russian, Arabic, Portuguese or other language practiced in mine/ERW-affected countries.
