Sheila N. Mweemba, a Zambian national, has served as the Director of the Convention on Cluster Munitions Implementation Support Unit (ISU-CCM) since May 2015. The ISU-CCM, hosted by the GICHD, was created pursuant to the agreement signed between the States Parties to the CCM and the GICHD in September 2013. Sheila Mweemba’s core responsibilities include: supporting the Convention’s presidency and the coordinating committee in the implementation of the Convention provisions in accordance with their mandates; supporting the Convention’s implementation machinery; advising and offering technical support to States Parties; keeping records of all formal and informal meetings under the Convention; facilitating communication amongst States Parties and other relevant actors; and, maintaining public relations, including efforts to promote universalisation.

Prior to joining the ISU-CCM, Sheila worked as Programme Manager for the Norwegian People’s Aid Humanitarian Disarmament Programme in Zimbabwe. She previously worked for the Zambian Ministry of Foreign Affairs, including as Deputy Permanent Representative at the Permanent Mission of the Republic of Zambia to the United Nations in New York. Ms. Mweemba coordinated Africa’s participation in the Oslo Process, and in 2008 she was one of the Vice Presidents at the Dublin Diplomatic Conference on the Convention on Cluster Munitions. She has also worked for and with various Parastatal, Non-Governmental and Private institutions such as Care International and Zambia Consolidated Copper Mines in fields ranging from community mobilisation and micro financing to company secretarial services.  

Sheila Mweemba has a Masters of Social Science in Rural Development and a Bachelor of Arts in Public Administration with Economics. She also has professional qualifications in the field of mine action and ERW management from the Senior Mine Action Manager’s Courses held at the James Madison University (USA) and Jordan.
