Multiplying the impact of capacity enhancement

At the heart of the GICHD’s mission lies a commitment to invest in local capacity that lasts - not just by transmitting technical knowledge, but by training our learners to teach others, multiply impact, and lead their own future. The Centre’s Training of Trainers (ToT) model - tailored to national authorities’ specific contexts - equips participants with both subject expertise and the instructional skills needed to pass that knowledge forward. This approach is further reinforced through ongoing mentoring, blended learning techniques, and easier access to resources -including new translations and interactive online courses that expand reach and inclusion.

Ukraine

In Ukraine, this commitment is embodied by Maksym, from the State Special Transport Service of Ukraine. Maksym quickly discovered that demining was a field where learning never stops. “Deminers are constantly learning”, he explains, “since new types of ammunition emerge every day.” This constant evolution of challenges kept him engaged.  

Maksym has discovered that demining is not just about the technical side of things - it is about the people. “You’re constantly on the move, communicating with new people, to find new required information that is not always available on the internet or in books”, he adds. The true value came from the people who had worked in different situations, each with their own experiences and expertise. “That’s why it’s good to have people from different organizations who have been in different places coming together”, Maksym says. “They can share their approaches and may have seen something that we haven’t.”  

Peru

Halfway around the world, the GICHD led a ToT course on ammunition management in Peru. Using GICHD training materials adapted to the Peruvian context and needs, 13 participants were trained as instructors in ammunition management through a ToT course on teaching methodologies. More than a third of them were women. In the following month, five of them had already trained 45 military cadets and 38 non-commissioned officers from the Army, Navy, and Air Force under GICHD mentorship - proof that capacity, when nurtured locally, grows quickly and meaningfully.  
 

For me, the ToT course has been useful, because within the army we are still implementing the International Ammunition Technical Guidelines (IATG) in units that are not specialized in explosive ordnance. In my unit, one of our responsibilities is transporting logistical cargo, including ammunition. So, there are definitely opportunities to train our team to handle the transport of ammunition and explosives while applying the IATG guidelines.
