National Mine Action Authority (NMAA) Oficina del Alto Comisionado para la Paz OACP -AICMA Accion Integral Contra las Minas For the national government, the Comprehensive Action Against Antipersonnel Mines - AICMA is understood as a fundamental engine for the achievement of Peace in Colombia, which is why the functions in this matter were delegated to the Office of the High Commissioner for Peace - OACP through Decree 1784 of October 4, 2019, ratifying the Government's commitment to achieve peace with legality for all Colombians. Therefore, the mission of the AICMA must be aimed at reducing the social, economic and environmental impact generated by APM and UXO, through the design and implementation of projects focused on protecting and guaranteeing healthy coexistence in the territories. This confirms that its three missionary pillars (*), become mechanisms that enhance the consolidation of peace and the culture of legality as State policies in the medium and long term, especially in those territories most affected and where state intervention is can strengthen over time. In the same way, it is sought that, with the development of its actions, synergies are generated between the various actors involved in the formulation and implementation of related policies, to reach the greatest number of territories affected by the territorial conflictive dynamics of prompt, effective and efficient manner. In this sense, the inclusion of AICMA in the Office of the High Commissioner for Peace positions this issue at the Presidential level, generating a qualitative leap in the understanding of AICMA as a tool for peace, within the framework of conflictive dynamics, at the territorial level. Thus, the AICMA in Colombia is based on the need to intervene in a timely and effective manner in the most affected territories to achieve the greatest humanitarian impact and improve conditions for the affected populations in pursuit of the reestablishment of their rights and the effective enjoyment of their territories. , as well as the strengthening of citizen coexistence in the populations in concert with the communities and territorial authorities. Similarly, knowing that conflict dynamics still persist in the territorial scenario that make it imperative to strengthen the state presence in those areas historically occupied by Organized Armed Groups – GAO (illegal groups), it is necessary for the AICMA to direct its efforts towards integrating their interventions and activities in the territories within the transversal policies, programs and projects that are or will be developed with the aim of strengthening coexistence and legality.
