Standards and Operations

Lionel Pechera joined the GICHD in 2020 and currently manages the programme on operational management. In this role, he oversees the activities aiming at disseminating knowledge and contributing to the development of good practices for the safer, effective and efficient management of Mine Action operations. Within the GICHD, he previously worked as an advisor on international and national mine action standards (IMAS and NMAS). He supported the review and the development of several IMAS and NMAS.

Before that Lionel Pechera worked with the United Nations Mine Action Service as a project manager and then programme manager in Mali and Nigeria. First, he served as a combat engineer officer in the French military for two decades. He deployed to Central Asia, East Africa, South America and South Caucasus to fulfill missions including clearance, military search and Improvised Explosive Device (IED) exploitation. He took part in the development of Counter IED standards for the North Atlantic Treaty Organization.

Lionel holds a master’s degree in international affairs and graduated from the Staff College. He speaks English and French.
